"Toy ships and toy soldiers" or "Кораблики и Солдатики", by Oleg Orlov & Rurik Popov, is perhaps, the only rules for playing with toy soldiers that was published in USSR in 1989. Many of Russian toy soldier enthusiast writes that rules are mostly based of Wells "Little Wars", but it isn't. There are unique rules, that appeared when one of the authors - Rurik Popov, played with his toy soldiers, or rather his imaginary country - Illyria. He played with 30mm flats, mixing various historical periods. Besides the rules for playing ships and toy soldiers, there are instructions how to make these games. There are illustrations in the book, so if some tell me how to upload files on forum, I will insert the whole book. Later on, I will write down translated rules.

Now here is the rules. They may be too simple, but maybe they will interest you (our more younger wargamers). They can be played of course, with any soldier you have with just minor adjustments of the rules. HOW TO PLAY WITH TOY SOLDIERS
BATTLE FIELD AND ARMY (pg. 32) Battle field for game of toy soldiers could be table or wide window sill. But you can place troops on the floor. Books, boxes, wood blocks can depict hills, rugged terrain. If there aren't many soldiers, it is more comfortable to play on table.
For the game it's not necessary respect the historic accuracy. After all, any soldier in the game acts according to the same rules, whether it is an Indian or a Napoleonic grenadier. Historical accuracy is important in case, if you are building a collection and you study the real battle, that actually happened.
In battle from each side participates three branches of the army: infantry, cavalry and artillery. This is an army. But quantity of soldiers and guns, participating in battles, inconstantly. In one game, there can be an army, in which many infantry and cavalry, but no artillery, in another can participate infantry and artillery, but without cavalry.
It's possible before the battle divide toy soldiers on two armies, so that it is equal. And if the partner came with his army, then you can "all yours against all mine." And if the armies are not the same, then the one who has fewer troops will have to think hard about how not to let himself be defeated by a stronger enemy.
But anyway it's better for partners to have equal by force armies.

Very glad that you liked. Sooner, i hope, I will translate if not all but some parts for the book. There is a section on how to repair your toy soldier, which may be useful. GAME’S TURN Players goes in turns. At first one moves all his figures, then shoots. After him in similar order this does his enemy. For one move one of fighting sides can move all their army and to use a right to shot. Then starts to move another army. And too shoots. You cannot move soldiers and vehicles, only shoot. If any figures are not moved and shots have been fired for them, they cannot be moved, as the order - movement first and firing later - is not allowed to be broken. MOVEMENT OF SOLDIERS Movement happens by certain measure. We called it division. For division can serve stick or ordinary matchstick. Foot soldier for one turn can move on one division. Cavalry – on three divisions. If the battle field isn’t so open, you can move infantry and cavalry on lesser distance – foot soldier on half division, trooper on one-two. How you at once agree. Horse teams and wagons moves on two divisions. Lorries, trains – on five. Passenger cars – on six. Cannon can pull only by three soldiers, horse harness team, or any other transport. Then cannon moves as the transport that pulls it. But move a cannon on one division can two foot artilleryman. For example, they can pull out a cannon from a corner of a cover, to shot.

Any foot soldier has a right to shoot, even if he doesn’t have a rifle in his hands – such a rule.
Mounted don't shoot, they are fighting in hand to hand, on rules of hand to hand fighting you will read further. To make a shot, you need to set to soldiers shoulder a tubule (or straw – translator’s note). It is as if soldier’s rifle. And in a tubule is put little nail – bullet for a rifle.
Nail by click of a finger is sent at enemy soldier. If he fell after the hit, then, he counts as killed. If soldier, felt, and drops the others, they also count as dead by the same shot.
If in the battle are participating many soldiers, then fallen (killed) need to be cleared from the battle field.
If soldier swayed but didn’t fall (leaned against the wall or cannon and such), he stays in the ranks.
Cannon also fires with nail. But it’s nail-shell must be heavier and longer. Nail puts in barrel of a gun.
If nail-shell from a cannon hit in truck and soldiers fell out from concussion, then as killed counts only those who fall from a direct hit and by fall drops the others. Those who fall from concussion of a truck don’t count as killed.
Enemy’s gun counts as shoot down if from a hit it overturns of fall off on one division or more. And its not necessary shoot down from a single shot. On enemy’s gun can shoot several guns. And them by combined efforts, but only during one turn, they can shoot down cannon.
If you in your turn, fired with all your guns but still didn’t shoot down cannon, it counts as survived and so in the next turn you have to start from beginning. You can’t add on the results of previous turn.
You can fire from a cannon only then, when besides her stand at least two (not lesser) artilleryman. They can load the gun, rotate in different directions. But not move! For this not lesser than 3 soldiers must be near the gun.
If enemy is intended to capture the gun, and there no possibility to save it, then one soldier can blow up the gun. For this he doesn’t shoot in he’s turn and declares that cannon in exploded. And he also can’t go in this turn. You can’t blow up a cannon, near which there is no soldier besides. But enemy, coming up to the gun, could capture it.
Shoot at close range is prohibited. For shot the distance needs to be not shorter than the length of nail-shell.
No rubber bands or springs attaching to gun is prohibited. Only by a snap of a finger you can shoot.
