I have always liked the idea of using 'Sailors as Infantry' in Skirmish games, it gives a greater scope than having them confined to boats. Many of the worlds 'interventions' are still carried out by naval personnel working ashore so the historical scope is there to create units for all my favourite 'Little Wars' periods.
Starting with something easy, which doesn't take much work is to use the AIP British Naval Brigade figure sets for the Sudan and Boer wars. These guys already have many of the 'normal' features of navy dress. I added a TSSD rifle, changed the hat and added the bell bottoms to the trousers. The 'look' is quite generic and actually depending on how the sailor collar is coloured, could pass for most of the worlds navies from the 1850s to the 1880s.
I think it works as a conversion. The entire set of poses except for the officers can be similarly changed. They could be painted as Confederates in Grey or Georgians with Red shirts. You could even get away with them as Captain Nemos crew ! To have some officers in the correct uniform you could use AIP ACW Confederate or Berdan Sharpshooter officers with the British peaked cap head off of the Naval Officer from the Naval Brigade set.

I found this pic of some 'old school' glossy conversions I did using TIMPO ACTION PACK figures. I saw a conversion in an old copy of a Plastic Warrior magazine and liked the look of it. All the ACW ACTION PACK poses are useable so that you can have pistol/cutlass armed and rifle armed sailors.
