I know Mars makes some somali militants. I bet you could take those or similar (maybe the AIP Taliban figures) and do a headswap with a figure with a gas mask and it would work well. The Airfix SAS figures all have gas masks IIRC.

Have a look at the Tehnolog 54mm figures, Russian Guards spring to mind, but there are other science fiction figures, Space Corsairs, Space Zombies Rebels/Partisans. Sellers on ebay are, Kotofeykotovich and Skiingsoldier, there are a few others. The Tehnolog packets contain 5 figures for under 6 quid, including postage, you may even get them slightly cheaper. I have ordered from both sellers and found them reliable. Never heard of the book, checked it out on Amazon, 99 pence, so I will give it a go. Good luck in your search.
