Hi All,
Do any of you know a source for (preferably cheap) 54mm civilians? This would be primarily for a Judge Dredd project, so the more punkish the better, but even normal moderns in everyday clothes would work. Pre-painted would be best. I'm thinking there must be something out there, cheap Chinese toys of some sort, but I'm not sure how to find them. Any help, thoughts would be most appreciated!

Search for 1/32 scale architectural figures and you’ll find some. They aren’t very punky though...

Replicants do/did 50s teenagers. The JD range itself has lots of Perps - and they are prepainted. Lemax have some modern figures, men, women and even kids, and again are prepainted. A web search will turn up those 'nearest' you but if you have problems I can post some links.

Thanks as always for the pointers. By JD range I assume you mean the Mattel toys - I've got all of those and have repainted a few for more variety. Lemax is an intriguing source; I tend to think of them as only Victorian or shades of Currier and Ives, so I'll start sniffing around for more modern sculpts. Following the other Mike's recommendation I did find some very cheap railroad passenger types (100 for $40, prepainted), but the trouble is they are awfully well dressed for Mega City One. Railroad figures seemed trapped in the 50s. Normally I'd nod approvingly at this - they looked a heck of a lot better than we do! - but it doesn't help me with this project, dash it!

Very intriguing subject! Someone, I think it was Howard Whitehouse, posted on Facebook about running a skirmish game based on 1970's Kung Fu and Black Exploitation movies. It's very back burner in my list of possible new collections, but it's good to have another source for innocent bystanders!

yeah there's not a great deal around aside from those already mentioned. The only other thing I'd add to this is the walking dead construction set figures, although they look more 1/35th scale to me..

Thank you both for the comments. Nick: I for one would LOVE to see what the eccentric Mr Whitehouse would do with a Kung-Fu style game - laughs would ensue, I'm sure. Jhon: I wasn't aware of those, thank you. Most seem to be luching, shambling, disemboweled or incredibly well-armed, so not quite right for your average civilian (even in Mega City One), but I greatly appreciate the tip all the same. Will look into this more and see what I can find...

If you want them to be punkish you could always dice and slice some American Indians and even cowboys. The Mohawk type heads are obviously widely available and the cowboy vests and shirts could paint up as leather jackets. Give the cowboys some Indian heads and cut off the gun belts and holsters. You can drill out hands and give them some Games Workshop blasters (as GW weapons are often oversized for 28 mm anyway) or make some clubs from tooth picks etc.

Replicants have some great character Civilians especially the western townsfolk Civilians that are half way to Steampunk already as well as the British Teenagers section - punks, Rasta, teddy boys - available from Steve Weston whilst there are always the trusty Steve Weston Mexican Peasants.
As mentioned the eBay sourced Architectural figures have some stylish 40s 50s style Americans along with blander Civilians.
The Kung fu figures - there are Ninjas around, along with duelling plastic Britain's Deetail Kung fu figures in pairs that were out for a very short while. Bashed up ones appear on EBay from time to time.

Judging by the snowballers and Civilians I have, Lemax figures tend to "Big 1:32", many closer to 60mm than 54mm. There are some bizarre Halloween versions out there. Cheap Lemax are not.
TimMee planet Galaxy Laser Team space figures (which you might have to buy in shipping from the USA) have some useful Trekkie type space civilians including females and droids. There is also a bizarre Dredd Darth Vader with light sword.
These are the droids you are looking for ...
