This may not be the appropriate forum but I'll start here and figure someone will correct me.
Other than customizing (certainly an option, I admit), what are your sources for at least vaguely Victorian / Edwardian-era civilian character figures?
In 15mm, this is decidedly easy, but in the best scale ever, it's a bit more difficult Admittedly, I am thinking something like Space: 1889,which makes it harder, but lets assume I'm just looking for colorful character figures (men and women) to populate scenes between battles with my colonial British and Russian forces.

If you are happy with Metal there are a number of Victorian Civilians in the Dorset L Range "Civilians and Civil Vehicles". This includes recasts of Britains Farm workers who are fairly timeless, victorian ladies and gentlemen, cricketers, etc, etc

AIP Boers are a good starting place too. Look at Cowboys too as suggested. AIP do some British in shirt sleeve order in an artillery/machine gun set (remove topee and the figure is in braces (suspenders) and trousers loose over boots). Replicants had some in their Old West range. But best of all IMHO are the various individuals and sets from Lemax (and a similar company who's name escapes me) and there Christmas Victorians and Edwardians and Moderns. Their scale varies from true 54mm 1/32 to 60mm 1/30 and they often come on very thick bases - snow covered of course. They do a couple of other series, Halloween and something else too. All worth checking out. And the added bonus is that they are painted. A wash is often all they need to take their place on the table top. They include period policemen, firemen, postmen, kids and lots of women. They also get sold off cheap after the holiday, and can be picked up at very reasonable prices on eBay or from Garden Centres etc. www.lemaxcollection.com/ has all the current ranges listed. Do not get too excited about the houses etc, most are a smaller scale and do not fit in with 54mm - go figure.
