Does anyone make such figures in plastic? All sets seem to have figures in summer kit, such as Indians stripped to the waist Any suggestions.

Not aware of any - John Jenkins did some superb Indians, French and British in prepainted metal...I was fortunate enough to get a set of each at half price when they first came out and they have fought in games here in the UK and at Historicon in the US. Fantastic figures - we are going to use them again as opponents for some Irish Mountain Men in a MM campaign set in the winter so lots of snow.
Looking at them, the best candidates for conversion it seems to me are - WWII figures in overcoats! The long greatcoats should work for the blanket coats, with new heads (and all the gear stripped off of course!).

You might consider Napoleonic troops in long coats as a starting point for conversions. The muskets and equipment will be close to what you want. Hat Toy Soldiers and AIP both have seats of Prussian Landwehr. Hat also has sets of French Elites in Greatcoats.

A couple of months ago I sent a suggestion to AIP for this very thing as a consideration. I was hoping to spark an interest in them.

Let’s hope they listen to your splendid suggestion. I may sound lazy but I don’t know if I want to go to the effort of cutting off all the equipment etc, probably would mess it up. I think this will have to be a back burner project at the moment.

Understood. The reality is that anything 'spoiled' in the removal process can be made good in the adding process with modelling putty - but that is easy for me to say, having been doing it for years.
As for AIP, if Tony could do a deal with JJD to reproduce the winter Indians like he did with the other woods Indian sets with Front Line - WOW! The JJD figs are OOP now, so it isn't going to cut their sales.
