Mars do both, and they are a couple of the better sets. Engineer Basevich ditto (both sides in one set). Try Hannants, Steve Weston.

Looking at images of the uniform online and from what I remember of that one Winter War movie I watched, the Airfix or Matchbox WWII German infantry would work well for the Finns - especially since they have the early war high boots look. Admittedly they aren't in winter coats, but I think you could make some of the poncho type things with some tissue and PVA and scarves from air dry clay. The Toy Soldiers of San Diego winter Germans might work too. As Mike mentioned, Mars does a set of Finns - they have ski troops even. For the Soviets, if you want the quilted winter uniform or great coats, Supreme(?) has a very inexpensive set (comes with a really outdated cannon too) that is basically a copy of an Italeri Soviet winter set (https://ipmsusa.org/reviews/Kits/Figures/italeri_32_russ-inf/italeri_32_russ-inf.htm) but for a fraction of the price. I have a box of the Mars Finns already half painted, have bid on eBay for the Hing Fat so fingers crossed. I can’t get hold of the cheap set you mentioned on Amazon uk sadly. Thanks for tips gentlemen.

Found some Mars 54 “ German Elite Troops” in snow suits l ( don’t remember when l got them) in their box untouched. They will be pressed into service as Finns…
